If anyone ever wants their photos edited, touched up, or anything done to them. Im always looking for work to practice on. Granted I am a college kid and may not have the time occasionally, but I would get to it if possible.
I would try to do the best I can on it, and would do specific things too if wanted. If my work is unsatisfactory and don't want to submit it or whatever, thats fine. I just like the work to improve.
When the project is complete, I would email the photo back so that you could submit as long as my name is included for some credit. Or I could submit it and add your name for credit. Either way is fine for me.
